851 (originally known as dongdiao 232) is the latest electronic intelligence ship built by shanghai-based hudong shipyard (now hudong-zhonghua shipyard) for the pla n*y. commissioned in 1999, the ship was designed for electronic intelligence collection and ballistic missile tracking. the ship is armed with a manual dual-37mm aaa gun, two manual dual-25mm aaa guns, and a 3-cell 324mm torpedo launcher. a helicopter flight deck is located at the stern of the ship. there are two large radar dishes on the deck for tracking short- to medium-range ballistic missiles.

only one hull was built, and the ship is currently operated by the pla n*y east sea fleet.
